SwimSafer is Singapore's mandatory national water safety program, developed by SportSG to teach water safety and swimming skills through six progressive stages.
Personal & Stroke Development Skills

Clothing Requirement
While the tasks in Stage 3 get more complicated, the attire requirement stays the same. In addition to fitting a personal flotation device (PFD) while wearing clothing, participants must swim 25 meters. Students may need to put on life-saving gear in the water as part of the actual survival exercises that are the focus of this stage.
At this stage, wearing clothing mimics real-life situations, like falling into the water and having to stay afloat while being weighed down by wet clothing. This aids in the development of the mental and physical fortitude required to carry out survival duties in trying situations.
Test Criteria
Entries & Exits
- Stride / straddle entry.
Sculling & Body Orientation
- Scull headfirst on back, 5m.
- Scull, float or tread for 50 secs (incorporated in Survival & Activity Skills).
Underwater Skills
Swim through hoops on pool bottom for 2m.
Movement / Swimming / Strokes
- Swim 50m continuously:
- 25m front crawl, and 25m backstroke.
- Swim 25m Breaststroke and 25m Survival Backstroke.
Survival & Activity Skills
- Scull, float or tread water for 50 sec.
- Dressed in swimwear, shorts and t-shirt demonstrate:
- Swim 25m using survival backstroke or survival breaststroke to a PFD.
- Correctly fit a PFD in water, swim 50m with PFD, then climb out of the water.

- Principles of Personal Safety and Survival.
- Environmental Awareness.
- Health Awareness.
- Emergency Situations and Survival Techniques.
